thanks for your help on this. I thought I would come back with the
resolution. It turned out to be simple enough.

The DB2 XML Extender Redbook just lists a prequisite of

5722SS1    39      OS/400 - International Components for Unicode

but I found another link on the IBM site with the following pre-reqs:

 5722SS1......13.......OS/400 - System Openness Includes
5722SS1......33.......OS/400 - Portable App Solutions Environment
5722SS1......39.......OS/400 - International Components for Unicode
5722WDS.....51.......Compiler - ILE C
5722ST1.................DB2 Query Mgr and SQL DevKit
5733XT1.................XML Toolkit Option 7 is needed if using V5R3
