I don't have any exit programs and profiles with STATUS(*DISABLED) are
definitely _NOT_ allowed to sign on using FTP.

I get a 530 Log on attempt by user TESTCMW rejected.

Do you have exit programs in use?  I seem to recall that if you have a
exit program in place then the exit program is entirely responsible for
allowing/disallowing the sign on.  The exit program itself has to make
sure that disabled profiles are not allowed to sign on.
