I took a look at the api and I think the base problem is that is generating
an AFP resource that is not suitable to be converted to overlay or page
segment.

It suggests tiff2afp to convert from tiff to any of the dds usable formats.

If you are on V5R3 you can print images (bmp, tiff and IOCA) without any
conversion. I've not been able to generate a spool for a (Iseries) printer
since most of the images formats are with colors but if you convert them to
PDF the result is really nice. Also the outfile generated with QIMGCVTI can
be a valid object for the keyword AFPRSC.
