For a hint, in V5R1 they can be found in *SRVPGM QP0ZCPA.

It's the same service program. If you think about it you'll realise they can't easily change the location of the export without breaking backwards compatibility.

On releases prior to 510 the putenv() and getenv() functions were mapped to Qp0zPutEnvNoCCSID() and Qp0zGetEnvNoCCSID() respectively. These functions were exported from the QP0ZCPA service program.
