WAS licensing had a very confusing history.  I think the basic stuff was 
free up to, and including, WAS 3.5.  Then in 4, they started charging for 
it (Bill Cosby "What are you some sort of junkie dealer or something?  You 
want a $100 then here's the $100, now give me the Midol!").  However if 
you had actually loaded 3.5 then you were entitled to some versions of 4. 
Then after that...

Express handles most stuff.  Stuff that it doesn't includes Portal 
Express.  Confusing, isn't it?  Why couldn't Portal Express run on WAS 
Express?

And will you have to upgrade WAS when upgrading from V5R3?  This site's 
rather mute:
