That code looks okay to me.  Try searching for ALCOBJ *EXCL on IBM's site.
There may be a document that explains what's happening.  

You might also read about the CHGPF command.  It probably allocates the file
exclusively also.  I wouldn't think that would cause a problem, but one
never knows for certain.
