Solved the problem!

Turns out the system had the QPWDLVL system value set to 2 ... which
means the passwords can be up to 128 bytes long and are CASE SENSITIVE.

The program we use to generate the FTP script retrieves the password
from a data area ... and that value happened to be in upper case.

When the user profile we were connecting with was created the password
was just entered in lower case.

So the passwords were actually the same ... but they had different case.

Once we changed the user profile's password in all caps, the ftp script
worked.
