When you try to IPL off the cd/tape, does the cd/tape drive start up and run
likes its trying?

If so, a couple of easy things, but ones that have got me through the years.

Console is at address 0    
twinax is connected to port 0   
console is only one display (setup at one display).  
Is there any other connection the twinax 'brick' can connect to besides
where you have it on the 820.  
Does the 'dsp01' console your using have another console that is cabled
through on the same port (with maybe the same 0 address) 
When you try the option 21 for DST does it seem like its trying to get to
the console?  

I apologize for above questions, but sometimes the obvious stuff is ones
that get you.

Are you able to get into DST  (option 21) on the display?  If it
doesn't
work the first time try again and it looks for the 'secondary' display.
 If
DST comes up you can change the system value of QIPLTYPE to 2 (debug
mode)
and it should come up (with just that console).  Then you can look at
wrkhdwrsc or the buses in dst to figure out whats going on.
