I think the only thing you can't go back to is level 10.  No longer even 
an option with current versions of OS/400
System security level  . . .   30    20=Password security only 
                                     30=Password and object security 
                                     40=Password, object, and operating
                                       system integrity 
                                     50=Password, object, and enhanced 
                                       operating system integrity
