1) There's plenty of utilities to do this.  Some free, some you pay for,
or you can find instructions all over this list on rolling your own.

2) Please don't.  The document file system, /QDLS/ is left over from the
office vision product.  You are much, much better off to get or build a
utility that can handle real IFS files rather than copying to the
document file system and using SNDDST.
