Copying file from IFS directory to Document Library -- MIDRANGE-L

How can I either:
1. Email a file from an IFS directory as an attachment
or
2. Copy an IFS file from an IFS directory to a document file?
e.g.
IFS file is: /home/apps/invoices/invoice.pdf
Document File is /oper/invoice.pdf
 
Actually, where is the document file folder /oper/ located (i.e., what
library/object)?
