The unit prices are the same rack or floor.
The Rack does have a cost, around $3K as I recall.
Those 'Expensive PDUs' are really required. Sure you can do power strips and plug stuff into those but with any sizeable system you'll end up with many of them in there. The PDUs mount perfectly in the rack and have circuit breakers for each pair of outlets, 6 pair are available. IBM provides the correct cords for the PDUs at no charge. IMHO if you are spending iSeries $$s on the system and OS, don't cheap out on the power!!!

They are not easy to find used as they've only been out for about 2 years
now, but occasionally you might find one on ebay, or some of the used
dealers.
