System value changes can be found using DSPLOG, or, more directly, by reading 
the QHST* files. There is some stuff in the CL Programming manual on how to 
handle the QHST* messages. The before and after values are both given. I don't 
know about TCP/IP settings.

But the audit journal can help, too. You should have a manual called something 
like Tips and Techniques for Securing Your iSeries - or you can see it at 
InfoCenter. And the details on the audit journal are in another place, referred 
to by this manual.
