FTP odity

Good Afternoon,
        This may not be a Midrange question but I hope someone can shed some
light on a problem I'm having.

We are trying to FTP EDI data from our AS400 to windows servers.  On one
server when I logon it says welcome to and let's me do DIR, LS and CD
commands, the other server doesn't say welcome and 
The following

 227 Entering Passive Mode (199,5,83,202,11,246).       
 125 Data connection already open; Transfer starting.   
 226 Transfer complete.                                 

Is there something anyone can think of that would cause this?
