I had a problem with a switch that had a bad power supply and whenever the
power was shut off we would have the same problem. I would go tcpadm and end
the tcp/ip   vary off the network card and vary back on( enable it) then go
to  start the tcp/ip and then go to system operator messages for and check
for any problems and if there was one it would tell you how to fix it there.
it seams that if someone helping you clean up unplugs the network cable  and
you see it laying on the floor and reconnect it ....  you can sometimes get
the same situation.
