I've only played around with EVI, but as I understand it, EVI performs best
when there is a small number of distinct values to index.  That is, EVI
works a treat for something like City or State, but is a poor option for
varying data like address line......

As I recall, EVI cannot be used directly in a HLL application, unless this
application is using embedded SQL to access data.
