While probably won't help you at all, this is a job that suits postscript perfectly (going back to the earlier discussion about the best print format language). A postscript post-processor can easily put this kind of text on every page. For an example of how to do this take a look at this:

If all your print outs are SCS then you could do this with relative ease using the lp5250d print program that comes as part of the tn5250 project. You can use the scs2ps program to convert your SCS print files to postscript and then feed that through an automatic "watermark" post processor.
