I've seen this happen before when CCSID 65535 is used on the
AS400/iSeries and Client Access used for downloading.  If that's the
situation you're in, you can remedy the problem in one of two ways
depending on the version of Client Access you're using:

a) If within the Download client window you have a "Properties" menu
option or toolbar icon, then you should select it and ensure the
"Convert CCSID 65535" check box is checked.

b) Alternatively (and this works for all versions) create a CWBTFR.INI
file in the Windows directory of your PC and add the following lines:

        [Client Access Data Transfer]
        ForceTranslation=1
