"Have you looked at using iSeries Access for the Web?"

I configured IAFW last weekend. Had it running and completely locked down 
on two systems in a total of 13 hours (OTJ training). I set it up so that 
each user has access to one 5250 session and nothing else. It does a 
fairly good job of providing browser based 5250 but still has some 
'issues'. The biggest one is the display formatting. Even when using the 
'fixed width font' setting there are still some character alignment issues 
(not pretty), and things that are cursor sensitive in true 5250 are still 
unavailable (such as mouse click dds defined activities). I hope these 
will issues will be resolved as the product evolves, and as time goes by I 
get to play with it more to see if I can resolve or create work-arounds to 
the growing pains associated with IAFW.
