I found that tip Googling for "Microsoft command start 'command interpreter'
ampersand".  The actual site was
http://www.windowsitlibrary.com/Content/405/29/2.html.  Scan for "carat" and
you'll see it under Using Windows NT Command Symbols.

I tried using quotes, but always put the http: inside the quoted string.
