I do not know why the LVT wouild not let you, but if you do not have anything 
else on the IOP, you should just be able to define it as optional in the 
partition definitions.  The first partition to start would allocate the 
resource, but if you varied it off, you should be able to use the Dynamic 
Partition Manager to move the resource to another partition.  The key here is 
that the IOP must be moved as well as the IOA.
There may be something special about the IXS card that prohibits this, but I am 
not aware of it.
