moving ondemand content mgr new system

I am moving an installation of V5R1 ondemand content mgr to another system also
running V5R1.  

I am having trouble getting the ondemand client to access the reports.  The
green screen feature works perfectly.

On the new machine I have:

1.  installed LPP 5722RD1 ondemand features 1, 2, 5, and 10 (BTW, not using 10)
2.  installed LPP 5722RD1 ptf's
3.  copied /qibm/usrdata/rdars/spoolfile from old to new
4.  chmod -R qusrrdars /qibm/usrdata/rdars/spoolfile 
5.  savlib qusrrdars on old and rstlib qusrrdars on new
6.  created new *autl for each report in qsys
7.  confirmed servers in qsyswrk are working (strhstsvr *ondmd)

Issues:

1.  on demand plugins don't work from within OpsNav

Errors:

Ondemand client on old system works perfectly.
Ondemand client on new system will show reports but when I click on a specific
report it errors out with a referential link commit issue of a file in
qusrrdars.
