CPYTOSTMF also allows files created with a fixed length, not DDS (flat files). 
Think of copying a SPLF to the IFS (first into a PF (flat file), then to the 
IFS).

I think he needs the CPYTOIMPF command,  assuming the PF used has been created 
with a DDS.
