I've seen that before, but it really doesn't say anything I didn't already know (except for the required environment variable.)

I got gnupg working by trying different versions of software until one worked. My last installations were:

http://www.bullfreeware.com/download/aix43/gnupg-1.2.1.0.exe
http://www.bullfreeware.com/download/aix43/zlib-1.1.4.0.exe

$ export PATH=$PATH:/usr/local/bin
$ export PASE_SYSCALL_NOSIGILL=plock=0
$ gpg -h
  gpg (GnuPG) 1.2.1
  Copyright (C) 2002 Free Software Foundation, Inc.
  ...

I'll have to play around a little to see if it works now. I'm also not sure if zlib is required with this verion of gnupg or not.

BTW, the gnupg wouldn't execute from within PASE as the others did. I used unzip on Linux to extract the bff file from it.
