Can you move the spooled file to another queue? If you can, OS/400 has no lock on the document, and you should be able to print it on another printer. If you can't move it, it means that the writer/spool subsystem still thinks the document is actively printing.

Sometimes you can force an error condition on the printer and/or controller to force the writer to end.

Have you tried ending the spooling subsystem (*IMMED)? Of course, if this doesn't work, only an IPL will cure it. *sigh*
