How in the world could this process work before when we were on
V5R1?????

I don't know. It could be that this command already correctly trims the result, I've never tried it. We could be going in the completely wrong direction. That's exactly why I'm ranting about the error message, this API doesn't give us enough info to zero in on the problem.

I am not familiar with the iconv api...

Search the RPG400-L mailing list for examples, if you need them.

I take it you do the whole process in one program...
Create MIME file, Send to IFS, Send MIME to SendMail api???

Yes, I do. Though I don't see why that would matter.

We have a program to create a database file with mime headers and then
The data, another program then send to the IFS with the CPYTOSTMF
command, and then another program to process the SendMail api...

What's the advantage of writing it to a database first? Why not write it to the stream file in the first place? Do you need it in a database?

Or, are you working in a language that doesn't support the IFS?
