It sounds like it isn't reaching the printer at all. 

You mentioned that someone 'rerouted' this printer, I don't know what they
meant by that, but I'd double check the IP settings to make sure they didn't
change the DefaultGateway and such. Or worse, changed the IP to one thats
already in use. Or even if they just plugged the jack into the wrong hub? Or
forget to plug it in at all? At any rate, I'd be deeply suspicious of that
network connection. 

I'd also check the printer to see if LPD/LPR can be explicitly
enabled/disabled, and which it currently thinks it is. In the outq config,
you can check what LPR port it is trying to send to, a lot of printers will
just use 'RAW', 'PASS', or 'TEXT', but some of them require more specific
names. (Like zebras use 'portLF1')

Of course if its a modern printer, you can probably use a browser against
its IP to configure it, or at least confirm that it is connected and
actually a printer at that address.
