Jerry,

QCTL would be my first choice to run this type of program.  Ordinarily I
would do as you suggest and run it in a home grown subsystem, but this
particular task it too important to allow it to not be monitored.  The
other choice would be to set it up as an autostart job in QUSRWRK.  That
way QCTL stays a little cleaner and your program will always be running.
In any case remember to document it well since an operating system upgrade
will clobber the job.
