Certainly, but IIRC the PN400 installion does verify that Collection
Services is set up and scheduled to run properly.

Download the free version of Performance Navigator from
http://www.mpginc.com/

I don't recall if the free version allows you to copy data directly, but
you should be able to get enough out of it to do some basic analysis.
