That's the normal default mouse behavior for an actual InfoWindow II terminal. If an emulator accepts mouse input, but does not do this by default, this deviation from "real terminal" behavior is a bug.

Remember: the behavior of a real terminal is the "gold standard"; the behavior of any emulator, even one distributed by IBM, is the imitation.
