We did go through this and had it working.  However after the next IPL it 
stopped again.  I just sent a new memo regarding this  (I must remember to 
read all email before sending new, but I thought this thread died).  For 
the archives,

After an IPL we did a
GO SERVICE
10. Work with jobs
and noticed the jobs weren't running.

These jobs will report when a disk drive dies, etc.

Autostart job entry QS9AJE in subsystem QSYSWRK is supposed to start 
these.  I did a 
SBMJOB JOB(QS9AJE) JOBD(QS9AJEF) PRTDEV(*JOBD) OUTQ(*JOBD) USER(*JOBD) 
PRTTXT(*JOBD) RQSDTA(*JOBD) INLLIBL(*JOBD) LOG(4 0 *SECLVL) LOGCLPGM(*YES)
and noticed some authority errors.  IBM recommended the following:
- Grant QSRVAGT *USE authority to the QSYS/QSYSNOMAX *JOBQ. 
- Grant QSRVAGT *CHANGE authority to the QSYS/CHGSRVA command.
