Methinks you are looking for a more complex solution than is necessary.

If you have a one-time job that you don't want the operator to cancel,
tell them not to cancel it.  Or run it with a profile that they cannot
access so they don't have the authority to cancel it.

It will probably cause more problems for the operator if they try to run
the backup and can't because this job is running ... and they can't
cancel it ... then if they know about the job.
