Hmmm, I don't see why not.

I can normalize a database and define it as physical files.

I can present sequence, selection, projection, union and joins using logical
views.

I can define Key, Referential and Check Constraints using ADDPFCST.

Apart from the fact that DDS does not have the full wumph of DDL, what is
missing that stops me defining a referential database?
