Sure.

Caveat: I haven't actually done it.  But the LODRUN DEV(OPTVRT01) with an image 
of the CD should work just like LODRUN DEV(OPT01) with the actual CD.

OS/400 doesn't see a difference.

Only catch might be if your product required multiple CD's.  Don't know if you 
can load them all as images into one catalog and have it work.

Let us know if you try it with a product that needs multiple CDs.  (not to 
mention tell us what product is that dang big! ;-)
