I was baffled by something similar a while back and it turned out to be one of the real-time black hole servers that I was using. It was overly aggressive in rejecting entire ISP's. Do a CHGSMTPA command and prompt to take a look at whether your have an RBL specified. No messages are issued when mail is rejected. I'm now limiting to just two RBL servers, the primary one being spamhaus.

What options did you take on the STRMSF *RESUME, *RESET, *CLEAR. Resume is the default, try reset if it does not work, try clear. You can have a bad message hanging the QMSF job.
