I think you'll find that LMTCPB(*YES) is honoured by the FTP server and has been since about V4R4.

I'm more concerned that LMTCPB only applies to the command line. I don't run the FTP server on my iSeries because I can't allow users to run commands. If ever WAD was to be questioned as a deficient design, this is the time.
