Rochester - I believe that Toronto was contracted to upgrade/maintain these
tools, along with the compilers, around the V5 timeframe of the S/38.  With
the advent of the 400, Toronto took over ownership.

PDM was developed in Toronto as was RPG IV and ILE COBOL, along with all of
the workstation tools such as CODE and WDSC.  And let's just forget about
RLU shall we <g>
