If you reverse the j/J circumflex code points then what you're describing
looks a lot like CCSID 905 - EBCDIC Turkish Extended Code Page

Would anybody have any guess about what EBCDIC code page
would have H-strikeout at codepoint AA, h-strikeout at 8A,
J-circumflex at 9C, j-circumflex at BC, all the Turkish
letters at the same codepoints as they are in Code Page
1026, and neither right-square-bracket, nor
right-curly-brace, and no superscript-1?

Just a small nagging question I've had since finding 2
different versions of the Turkish code page on our
Yestation. Clearly, the "old Turkish" codepage, as others
have suggested, must be for compatibility with some
obsolete terminal, and is probably an obsolete code page,
but it does pique my curiosity.
