I have done something like that (I guess) but my menu-system is *not* quiet 
finished.
The idea to this 'project' was taken from Joep Beckeringh's MSGF-system (thanks 
Joep)..

What the menusystem does (IIRC):

I have a source physical file (QMNUSRC) with all Options, Text, Call's and F?'s,
and a menu-driver RPG program (old ugly code ;-).

You tell by line and position - where to place options and text on screen.
You decide if the menu should be 'fixed' (1 to 4 rows in one screen) or 'free' 
(listpanel - roll up/- down).

I could place it at my site in a couple of days (open source ??), if interested 
!!
