We use SoftMenu from Softlanding...  Works well for us... 

For alternatives, I think I recall seeing something on one of the freeware
sites...  Maybe something in here:

to manage menu options without programmer intervention?

Software would allow authorized users to change what options other users see
by using programs to change data in files Users will use a program that will
read the data in the file and dynamically present options on a screen using
data AS400 menus would not be used
