What makes a DB2 relational table different from a physical file in DDS?

Also, it seems to me that while relational tables are supposed to be
totally independent of the physical database, most relational databases
store things in files, and for performance they use indexes just like
ISAM databases.

To me, there is more in common between OS/2 DDS-based files and
relational tables than there are differences.  The biggest single
difference is in the query engine, and how well that works really
depends on how well tuned and tweaked your database is.
