If the terminal does x.25 over IP you do not have a problem.  But if the
terminal does not, I would re-write the communications to be IP all the way.
Get rid of the x.25 and V.35

Put your AS400 on the network using Ethernet and TCP/IP.  Change your ICF to
TCP/IP and get rid of the middle men.  You can also configure your AS400 to
run Anynet which allows you to run ICF over TCP/IP.  Apparently that is what
the server on the other end is doing or your other server is connected the
save as the AS400?  Please diagram out your connection in more detail so we
can offer suggestions.
