You have the model with a CPW of 500.  Our system has 1000 CPW and has .43
of a system.

It does seem that when you are doing "restricted state" items, that it 
gets
100% of the CPU.  We have seen evidence of this when loading LIC and 
during
SAVSYS and SAVLIB *NONSYS.

We have a small i5/520, single processor system no LPAR. I noticed that 
our
"Current processor capacity" is only 22%. (See Below)

My question... Is the processing governor only in force when the system is
up and running or is it in force DURING an IPL too?
