Oh, what a great idea.  We'll develop offshore!  Oh, they don't have
any hardware to do the development, but they know HOW to do it? 
Great!  They must have the manuals!  Oh, they need those too.  they'd
like those first?  No problem!  Fedex goes there!  Let's get them an
As/400!  Think of what we are saving!

I have a customer with the crappiest $250,000  code I 've ever seen. 
Not even a search screen to be found.  But at least it runs on the
web!    And it was outsourced.  What a bargain.
