The user profile that runs this...  are they set to Limit Capabilities =
*YES?   Or, maybe they don't have access to the CHGCURLIB/RMVLIBLE
commands?

That's what the job log messages seem to be telling you.

Also, that MDELETE statement is very dangerous.  If the MGET process
takes, for example, 1 minute to transfer all of the files.... then there's
a 1 minute window where someone could possibly add a new file into that
directory that won't be downloaded, but WILL be deleted.

I strongly recommend only deleting files if you can verify that they have
been successfully downloaded to the other system.
