This occurs when the restore process attempts to restore a logical file
whose based-on physical file has not yet been restored, which can happen if
the logical file is located in a different library than the physical file
among other conditions.

Since you only have one shot at running the RSTAUT command, if you didn't
notice that the logical files were not restored, this WILL cause authority
problems once the RSTAUT command is run, since the logical files will not
have been restored and thus will not have their authorities restored.

Someone posted a message about this very issue last week, IIRC, with
detailed instructions on how to handle this situation.
