Thanks for all the help. This is what we finally got to work to make the 400 
transfers work as they had on the mainframe. 

The final solution was to use:
STRTCPFTP TBLFTPOUT(QTCPASC)
when sending to Windows, and:
QUOTE SITE CRTCCSID 37
when sending from Windows back to the 400.

P.S. Does anyone know of an xref between CCSIDs and tables? The best I was able 
to do was DSPOBJD *ALL/*ALL *TBL *PRINT and then do finds for the CCSIDs I was 
looking for.
