Looking at that document (great catch BTW).

Q4: What must be ended in order to save this directory?

A4: The QCSTCT* jobs must be ended. They all can be ended by ending the
QCSTSRCD or QCSTCTSRCD job . However, the jobs should be re-started if
clustering or HMC is used. All the jobs can be re-started by starting the
QCSTSRCD or QCSTCTSRCD job, depending on which one was running on your
system. Use the following command:

SBMJOB cmd(call pgm(qsys/qcstctsrcd)) job(qcstctsrcd) jobq(qsysnomax)

Q5: In addition, if I am not using clustering, what can be done to end the
QCST* jobs?

A5: Same as ending the QCSTCT* jobs above.

</snip>

What I have done is to remove the AutoStart Job Entry if you are NOT using
the clustering feature.

Job            Job Description     Library
QCSTSRCD         QCSTSRCD          QSYS
