To be fair, all EDTRBDAP does is allow you to adjust the order in which
the access paths are rebuilt - the premise being that if your access
paths are being automatically rebuilt be by the system for any reason
(catastrophic failure, or simply a restore of a large table) you can
prioritize which access paths are built first.  

The original author's point was that some systems come shipped with a
facility that allows the DBA to initiate an index rebuild whenever
portions of the indexing scheme have become - an occurrence of varying
frequency depending on the database you are using.
