I think the detail answer is "it depends ;-)"  You need to know how the
programs ended up in the default activation group.

Are you compiling programs with DFTACTGRP(*YES)
which as I understand it, should pose no problems

or with DFTACTGRP(*NO) ACTGRP(*CALLER)
which as I understand could be a problem.
